How to fix "Turn on fast startup and hibernate not available in control panel power option"

Path to make changes
Control Panel > All Control Panel Items > Power Options > Choose what the power buttons do
Problem:
Under Shutdown settings "Turn on fast startup" option is not available.

Fix:

++ To fix this, hibernate should be enabled in first place.
++ Run windows PowerShell as Administrator and type powercfg /hibernate on

++ Close the control panel and open the settings again following the path given above. Now the Turn          on fast startup option is available.
